The Virtual PC 2007 is a free program from microsoft and yes, it'll run under windows 7. I use a program called 'Virtual PC 2007' and have a windows 98 Installation on it. Yes, it actually does try to install to your hard drive. Ok, I managed to track down a iso of it and here is what I've found.
